Russia keeps about 700,000 troops in the Ukraine theater — the visible mass directly on NATO's border is a fraction of that, but building up

Asked: what is the current concentration of armed troops on the Russian–European border and the Russian–Ukrainian frontline?

Public-source estimates gathered through 30 August 2026 — 11 evidence points across three zones (Ukraine theater, Russian border facing NATO, NATO's eastern flank), from official NATO pages, independent media and regional reporting. Units are personnel; dates and scopes differ, so figures must not be summed.

Read with care. These are heterogeneous public estimates with different dates, scopes and confidence. The 210,000 southern figure sits inside the 700,000 theater total — never add them. The 80,000 opposite Finland is stated capacity, not current presence. No reliable current public estimate of total Ukrainian personnel on the frontline was found in this scan.
At least 400,000 Russian troops have already rotated home from the front while the theater force holds near 700,000 — a pool of combat-experienced manpower that could double after the war ends. meduza.io
A joint NRK/SVT/DR/Delfi satellite investigation mapped Russian military construction from Pechenga on the Norwegian border to Baltiysk in Kaliningrad, with combined potential capacity assessed at up to 115,000 personnel. icbrief.org
Russia is rebuilding force structure opposite the Baltics and Finland without large visible headcounts yet: a new 44th Army Corps in Petrozavodsk, two fresh motorized rifle divisions near Estonia, and Kaliningrad's 336th Marine Brigade upgraded to a division. hvylya.net
NATO is converting battlegroups into brigades across eight eastern-flank countries — Lithuania's German brigade is set for up to 5,000 by 2027 and Canada up to 2,200 in Latvia — but consistent current headcounts are not public for every battlegroup. nato.int

Public-source scan current through 30 August 2026: 4 result sets (5 comparison rows, 2 border observations, 4 NATO-flank snapshots, 86 supporting posture rows on Russian regions bordering NATO). Numbers measure military personnel as reported by each source at its own date and scope; circle areas are proportional to personnel. Figures overlap and must not be summed. Cut for space: ~80 supporting rows describing construction and formations without headcounts, and duplicate syndicated reports.
