“list all cases when single author paper from the Russian author was accepted to NeurIPS”
A systematic scan of NeurIPS proceedings metadata for 2006–2024 found 2 accepted papers whose complete author list contains exactly one author with an institutional affiliation in Russia — both cover all such cases in that 19-year window. “Russian author” here means the paper lists a Russian institution; nationality or birthplace alone is not consistently recorded in proceedings metadata and was not used. Years 1987–2005 and 2025 onward are outside the dataset’s coverage.
Both cases come from the same author — Dmitry Yarotsky (Skoltech) — and land in consecutive years: Structure of universal formulas at NeurIPS 2023 and Learnability of high-dimensional targets by two-parameter models and gradient flow at NeurIPS 2024. No other Russia-affiliated sole-author paper appears anywhere in the 2006–2024 metadata.
