“Submitted” is operationalized as homes entered into RESNET’s registry and receiving a HERS Index Score — not the sum of every distinct efficiency program nationwide. Terminology caveat: RESNET describes 2024 as all homes HERS-rated, while its 2025 state summary explicitly says new homes; its annual reports benchmark the share against new one-/two-family or single-family homes.
